Read Section 2.20. It clearly states that all semi-autos with a clip or magazine with more than 10 rounds is an "Assault Weapon".
I strongly suggest that you sign up for the NRAILA legislative alerts. The attacks are coming fast. Look at the sponsors of the bills, they are the same every year, sooner or later Seattle will win if we let them. Yes, I am pissed.

Washington “Assault Weapon” Ban Impacts All Firearm Owners!
Stand-Up and Make Your Voices Heard Now!
Last week, NRA-ILA informed you about Senate Bill 6396, legislation that would bring California-style gun-control to the Northwest and ultimately ban many semi-automatic firearms commonly owned by Washingtonians.  

In fact, SB 6396 is more far-reaching than it appears on the surface and will absolutely impact a gigantic swath of Washington firearm owners, including concealed pistol license holders, hunters and competitive pistol shooters.  As examples, consider the following restrictions that flow from the provisions of this horrendous piece of gun control legislation:

   Every semiautomatic AND PUMP-ACTION rifle and shotgun that has a detachable magazine and has a pistol grip located rear of the trigger (yes, that is just about all of them) is defined as an “assault weapon” and is banned under SB 6396!
   If you and your child/children are out in the woods plinking with his or her Ruger 10-22 and there are more than 10 rounds in the magazine, you are a FELON!
   If you are a Concealed Pistol License holder and your semi-auto self-defense pistol contains more than 10 rounds, you are a FELON!
   The use of firearms defined as “assault weapons” (see first bullet point) are banned for use in hunting!
   Competitive shooters will be impacted as any semi-auto pistol that has a detachable magazine and is equipped with a muzzle brake or compensator is defined as an “assault weapon!”
   If you own a firearm(s) defined as an “assault weapon” on the date this bill becomes law, you can keep it if you are willing to allow your Sheriff to come into your home once every year to ensure you store your firearm(s) appropriately!

Senate Bill 6396 is proof that the gun-ban groups and politicians are not interested in only banning semi-automatic firearms that happen to look like military firearms.  This bill shows where they really want to go with their agenda!  This gun ban scheme will only punish law-abiding citizens and will do nothing to curb crime or keep criminals from obtaining firearms illegally.  This is not only another attack on our Second Amendment rights in Washington State, but an attack on your Fourth Amendment right against unreasonable searches of your home!
 

Please contact both of your State Representatives and your State Senator TODAY and urge them to oppose SB 6396!

I am completely against this bill, its a blanket bill outlawing almost every semi auto firearm that holds such and such amount of bullets. its not the firearms that do the crimes as of late.Why arent lawmakers chasing automobile manufacturers? People driving unattentively or driving under the influence and not paying attention take more lives than shootings. think about it. I appose the proposed outlawing of SB 6396. Its just another way for lawmakers to take from the Honest people and responsible americans. I strongly support my second ammendment and hope you as a United States citizen do as well. Its not thefirearms its the criminals. go after stronger punishments in crimes involving guns instead.

Dear Randy- Thank you for your email concerning the assault weapons ban. I always appreciate hearing from the constituents of the district. At this time, I have not made a decision on the proposed ban. The bill is not yet out of committee and I do not plan to make a decision until I see what the final proposal is that reaches the Senate floor. However, I do not plan to be swayed by the hyperbole that exists on either side of the issue, as this is too important an issue to be decided by extravagant claims that are being made at this time. randy, this is something that we as citizens will never win...the senate, and state know FAR more than you or i do about firearms...trust me, theres so much that we dont know, and they know it all... i was watching the news last night, and one of them twits was speaking... he said that the bill would be for weapons that have "characteristics" that are more lethal than your average deer rifle... UHHHH, so what, an ak is more deadly than a model 700? a FAL is more deadly than a model 70? thats like banning F350s, because you could instead be hit by a camry at 100 mph, you might actually have a chance at living... these people are idiots, and without have shot a red ryder when they were 5, they have no clue to what the capability of modern weapons is, semi auto or not...they will just make criminals go to other resources...guns dont kill people, stupid mofos with guns kill people...either way you are dead, wether it be from an ak firing the X39 round, or a 12 guage pump 500 moss...atleast with centerfire cartriges you have the possibility of tracing that weapon, shot guns you dont, as the pellets never hit the same spot and, its a smooth bore, no marks....if people would lock their crap up correctly, there would be far far less stolen weapons on the street...they should do a test with the military style weapons that fire a blank, but a laser is sent out instead of a bullet... give them AK with a 40 round clip, and me a 8 shot mossberg, with an extra 8 shots, and lets see who gets more hits on the other person... round capacity has NOTHING to do with deadlyness or effectiveness of a weapon.... you actually would have a far better chance of living if you got hit in say the shoulder from and X39 round than being hit in the same spot by say a .338 win mag...but what the hell do i know... im just a citizen, not a senator, or congressman.... i know jack...

Title: An act relating to banning the sale of assault weapons.

Brief Description: Banning the sale of assault weapons.

Sponsors: Senators Kline, Fairley, Kohl-Welles and McDermott.

SENATE COMMITTEE ON JUDICIARY

Background: In 1994 Congress adopted the Violent Crime Control and Law Enforcement
Act of 1994. This federal law imposed a ten-year moratorium on the manufacture, transfer,
and possession of certain semiautomatic firearms. It banned 18 models and variations by
name, as well as revolving cylinder shotguns, and prohibited flash hiders, folding rifle stocks,
and threaded barrels for attaching silencers. This law expired on September 13, 2004.
Several states have since enacted laws regarding assault weapons.

Summary of Bill: Assault weapon is defined as any semiautomatic pistol or semiautomatic
or pump-action rifle or shotgun that is capable of accepting a detachable magazine with a
capacity of more than ten rounds of ammunition and that also possesses any one
characteristic on a list. For shotguns and rifles only: (1) a pistol grip located rear of the
trigger; or (2) a stock, including thumbhole, folding, and telescoping stocks, that allows a
specified grip. For shotguns only: (1) a detachable magazine; or (2) a revolving cylinder.
For pistols only: (1) a shoulder stock of any kind; or (2) a detachable magazine at any
location outside the pistol grip. For any firearm: (1) a barrel shroud; (2) a muzzle brake or
muzzle compensator; (3) any feature capable of functioning as a protruding grip for the nontrigger
hand; or (4) a conversion kit or combination of parts from which an assault weapon
can be assembled if the parts are in the possession or under the control of any person.
Detachable magazine, barrel shroud, muzzle brake, muzzle compensator, and conversion kit
are all defined.

The manufacture, possession, purchase, sale, or transfer of assault weapons and conversion
kits is prohibited. These weapons and conversion kits are declared a public nuisance.

This analysis was prepared by non-partisan legislative staff for the use of legislative
members in their deliberations. This analysis is not a part of the legislation nor does it
constitute a statement of legislative intent.

Senate Bill Report - 1 - SB 6396

Violations are a Class C felony ranked at level III on the sentencing grid (one to three months
incarceration for a first offense). There are exceptions for marshals, sheriffs, prison or jail
wardens or their deputies, or other law enforcement officers while acting within the scope of
their duties, military personnel when on duty, and federal or state licensed manufacturers and
repairers. Current owners may: permanently disable the firearm; take them to a law
enforcement agency for destruction; transfer ownership to a law enforcement agency for law
enforcement purposes; or comply with the specified registration requirements.
Owners who continue to legally possess assault weapons on the effective date may retain
their assault weapon if they: (1) safely store the weapon, an inspection of which may be
conducted yearly by the sheriff of the county; or (2) possess the assault weapon only on
property owned or immediately controlled by the owner, while engaged in the legal use at a
licensed firing range, or during transport to these locations as long as the weapon is stored,
unloaded, in a locked container. Violation of (1) or (2) of this paragraph is a gross
misdemeanor.
Any person who acquires title to an assault weapon after the effective date by inheritance,
bequest, or succession must, within 30 days of acquiring title: (1) comply with the same
requirements as listed above for those who legally possess assault weapons on the effective
date; (2) dispose of the weapon as laid out by statute; or (3) permanently disable the weapon
so that it is incapable of discharging a projectile.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony:

PRO: This bill is aimed at those guns that have
characteristics that make them more lethal than an ordinary weapon. Many civilians and
officers have been killed by assault weapons. We need to use a sense of responsibility and
conscientiousness and keep assault weapons out of people's hands.
This bill will help reduce gun violence in Washington State. More Washingtonians are killed
by firearms than all combat deaths in Iraq and Afghanistan combined. The United States is
no more violent than other countries, however because of guns we are far more lethal. In
comparing Washington State to Vancouver, B.C., Washington has four times the number of
deaths due to guns. If a weapon was made to kill humans, then it is an assault weapon.
Three years ago, the Washington Association of Sheriffs and Police Chiefs joined a summit
to reduce gun violence. The resulting report recommended common sense strategies. Thirty
thousand people are killed every year because of gun violence. Current restrictions make it
impossible to know how many assault weapons are used today. The fact that these weapons
can spray a volley of bullets makes them more lethal than other types of guns. Officers are
often outgunned due to a criminal's use of assault weapons. This is necessary because of
overall public interest.

CON: Seventy million gun owners did not break the law. Over 99 percent of gun owners are
law abiding citizens. This bill is unconstitutional, arbitrary, and will not reduce crime.
Rather, it will divert law enforcement resources. There are many definitional problems
within the bill. You either need to ban all semiautomatic weapons or none of them. You
cannot carve out a subset. Making a weapon that has nine rounds lawful and one with 11
rounds unlawful is totally arbitrary. Furthermore, some of the attachments included in the
definition of assault weapons are merely cosmetic and have nothing to do with how lethal the
weapon is. This bill will merely cause confusion and increase sales of assault weapons. The
person behind the firearm is what is wicked and not the firearm. We need education in this
area and not legislation.

I appreciate you taking the time to contact me. I support the Second Amendment and generally believe that the most successful efforts to reduce crime and improve public safety are focused on behavior, not on the implement used to commit a crime.
I think that efforts to support economic hope and opportunity, strong healthy families, and social services for at-risk youth do more to provide safe communities than increased regulation of firearms. I look at gun issues on a case-by-case basis and in my eight years in office, I have never voted for or sponsored any gun control measure.
It is extremely unlikely that this particular Senate bill will ever come before me for a vote in the House.

Dave Upthegrove was a cosponsor of 2266, the cca measure for selective harvest.   Its Keiser, that I dont trust.   Keiser voted last year to eliminate the fish and wildlife commission.
Tina Orwall, is pretty much unknown.  She is in her first term. 

On the flip side, if Ed Owens is still representing any hunting groups, like turkey, elk and a few others and maybe the NRA, its not going to be a popular bill.

These bill are GOOD for two years.  Kill it now and it could still rise from the dead next session.  Some do, some dont.
